Market Street Association was established in 1963 as a watchdog organization during the construction of BART and the Market Street Beautification Project. The Association acted as a liaison between merchants, property owners, and government agencies. Since then, MSA has evolved into a 100 member organization, with a full-time staff of two, dedicated to improving the social, aesthetic, and economic environment of Market Street, the heart of the city. Our newsletters, mailings, fax broadcasts and web page updates keep members apprised of issues affecting their daily lives.

CBD Investigative Study
In March of 2004 members of MSA directed staff to explore the process of establishing one or more Community Benefits Districts (CBD) on Market Street. Simply stated, in a CBD property owners in a defined area agree to assess themselves for cleaning and safety services over and above those that the City is providing. The stakeholders themselves determine the amount of the assessment and how the money will be spent.
To date $15,000 has been raised and a consultant has been hired to conduct the investigative study . The consultant, Marco Li Mandri from New City America (www.newcityamerica.com) , will work with a steering commitee to determine the boundaries and if there is enough support from property owners to pass a Market Street CBD in the required vote.
