Central Market CBD Steering Committee Meeting

May 17, 2006

 

 

Introduction: Chair Sharon Slater welcomed the group and called for self-introductions

 

 

Slater noted that the purpose of this meeting was to approve the Draft of the Central Market CBD Plan as written.  She noted that there was an addendum to the Plan the Committee had received which included language relating to provisions for the exclusion of all building square footage assessments once a building has been demolished.

 

Discussion of the Plan followed:

 

Ralph Lee: Concerned about the dollar amounts that have not changed much even though the North of Market properties are no longer in the Plan.

 

Slater: The overall budget is smaller; the methodology of the assessments did not change. The  Market Street buildings on the south side are bigger and denser.

 

Lee: What is the timeline of trying to bring in the north of Market buildings. I don’t see the real benefit if we only have services on the south side of the street.

 

Slater: We will continue to work with the north of Market Street properties with coordinating services, or working with property owners who want extra services.

 

Rocky Lane: Does the Tenderloin CBD have a cleaning component?

 

Elaine Zamora: Yes, Tenderloin CBD has a very strong cleaning component.

 

Mark Casagranda: Why is the administrative budget 20% of the overall budget. I think you could get a property management company to do the job for about $10,000.  I don’t think 20% is appropriate.

 

Carolyn Diamond: There is a lot more involved in the administration component than just overseeing the work. There are political issues, outreach issues and relationships that are part of the overall work of the administration.

 

LeighAnne Baughman:  As Executive Director of the Union Square BID, I agree.  A significant part of my job is advocacy.

 

Michael Yarne: I am comfortable with this part of the plan because we do have control over it.  It can be changed. I do agree that relationships are a very large part of the administration.

 

Greg Johnson: I agree, I don’t think this is excessive.

 

Lisa Pagan: Also, there is a City requirement that 5% of the overall budget must come from sources other than the assessed property owners. This is a fund raising item and the administration will be doing this too.

 

(The discussion continued on the 5% City interpretation of the law.)

 

Denise Burian:  If there were money left over year to year what happens to it.

 

Pagan: You could roll it over or the following year you can lower the assessment for the next year. It is up to the CBD Management Board.

 

Stanley Herzstein: I don’t see any improvement on the north side of  6th Street. 

 

Slater: We cannot address all of the problems especially those that are not in our CBD.   We need to get our CBD up and running and then try to bring in the north of market properties with coordinated services or supplemental contracts.

 

Zamora: We have committed to work with the Central Market CBD plus there are political realities that must be dealt with.

 

Burian: How do other CBD budgets compare to ours?

 

Baughman: Union Square budget is only based on linear feet. Our budget is $1.1 million.

 

Zamora: Our budget is $900,000 for 20 blocks.

 

Burian: How is the Management Board formed?

 

 

Pagan: According to law the Board would be 80% property owners and 20% non-property owner merchants.  You may also include other stakeholders on the Board. The steering committee will put in the by-laws how the Board will be formed, how many members, length of terms etc. This will then go to all property owners for review.

 

Slater then called for a vote on the Plan. It was explained that the vote to approve this Plan was a vote for two things:

 

1. This Plan will be sent to all property owners in the Central Market CBD district along with a petition to move forward to a final vote by property owners to form the Central Market CBD.

2. This Plan will now be distributed to the public.

 

The vote was called. The Plan was passed with:

 

7 approving the Plan, (Rocky Lane, Denise Burian, Michael Yarne, Stanley Herzstein, Greg Johnson, Sharon Slater)

 

O opposing the Plan and

 

2 Abstaining   ( Ralph Lee, Mark Casagranda)

 

After the vote the steering committee committed to conduct a series of outreach meetings with the community during the months of June and July.

 

The meeting adjourned.
